I doubt it's a BIOS problem, but I could be wrong. Here are a couple ideas:

-- Try hitting the restart button right after the fans start spinning. This "double start" is sometimes necessary with the very similar PCCHIPS M810 when using a CPU based on the Thoroughbred core, which yours is if it's the AXMH1800FHQ3C.

-- I don't know which 700 MHz processor you had, but all of them I know of consume less power than even your mobile 1800+:

Duron 700 (1.5V): 25.5 watts
Duron 700 (1.6V): 31.4 watts
Athlon T-Bird 700 (1.7V): 38.3 watts
Athlon T-Bird 700 (1.75V): 40 watts

They are also all 100-FSB processors, so the memory was drawing less power as well, if the FSB and the DRAM clock were synchronized. (Another way to say that is, your PC 133 was probably operating as PC100).

So this makes us want to scrutinize the power supply. The symptoms are consistent with an inadequate one. Please look on the power supply label, and post back the amperages as follows:

+3.3V=xxA
+5V=xxA
+12V=xxA

Substitute your PSU's amperages for "xx" above.
